The park northwest of sixth and "West C Street" (now Columbia) is Esther Short Park. The Sisters of Charity site was known to locals as "St Joseph's Hospital." The public wharf was at the foot of Main Street, stretching to "West B Street" (now Washington Street). The military reservation was approximately four square miles and stretched from the Columbia River to what is now East Fourth Plain Boulevard.
I believe the black dot at "West F" and 13th may be the courthouse of the time.
